Shipping calculator - using "eBay rates"

When I look at the shipping calculator to check on eBay rates for FedEx it says "Select eBay rates if you're going to print your shipping labels directly on eBay and be eligible for special eBay FedEx discounts".

 

But for UPS is says "Select eBay rates if you are eligible for the UPS Savings Program for eBay sellers". But how do I know if I'm actually eligible for the "UPS Savings Program"? 

 

For FedEx, it looks like I just have to print the labels through eBay (and pay through eBay), rather than taking it into the FedEx store, having them print the label, and then paying FedEx directly.

 

But is that the same for UPS?

What's deceiving is that the popups that eBay shows implies that everyone can get eBay rates for FedEx, but you have to be "eligible for the UPS Savings Program" to get them for UPS.

 

But what you're saying is that for both UPS and FedEx I can get "eBay rates" as long as I print shipping labels directly on eBay - right? There's not special "eligibility" rules that apply.
