Shipping and Local Pickup, Shipping not showing up!

I tried making two listings with a new shipping policy that includes both Fedex ground and local pickup, but the listings say local pickup only. When I edit the listing and view the preview, it shows calculated shipping, but the live listing shows only one option, local pickup.

Why?

So it seems the problem was choosing FedEx economy ground as the shipping option. It doesn't appear to actually work as a shipping option, even if it's the only one. Using regular FedEx ground, everything displays as expected.
