Shipping USPS 1st class 9oz Large Envelope it charges the customer 2.76 but when you print the label it's 3.76 why doesn't it charge the customer that amount? I believe the extra $1.00 is for tracking?

The problem is stemming from how you set up the shipping section of your listings @Anonymous. You chose "large envelope" as the package type which is for flats, so that's what the buyer paid for. You need to change all affected listings so the package type is set at "package" so buyers are charged accurate rates.

USPS has 3 categories of First Class mail: Letters, flats (AKA Large envelope) and packages. eBay uses the term "Large envelope" which is confusing because an envelope could fall into any one of those 3 categories, based on factors like weight, dimensions (including thickness) and flexibility.
An envelope which is rigid or over 3/4 inch thick cannot be mailed as a flat; it's a package. So you should set up your listing to charge for a package.

$3.76 is for packages up to 9 oz with no extra costs for tracking
I use eBay's free 8 by 6 by 4 inch box ... works perfect

I am confused - does Ebay allow us to print First Class package shipping label and does it have a tracking? (for 2024)

The first class shipping available now within the US is for a flat (envelope with size restrictions)only and does not include tracking. You can charge for that method in your listing but you can’t print a label for it on eBay.
The service that used to be First class package is now called Ground Advantage and always includes tracking. You can print a label for Ground Advantage on eBay.
