Question..... When you ship with USPS and you have Priority Mail Flat Rate Envelopes does it matter if i buy Just the Priority mail label or do i have to purchase the priority mail flat rate envelope label?
Another question.... if i have USPS Priority mail Padded Flat Rate Envelopes can i purchase the USPS Priority Mail Flat Rate Envelope or it has to be the Padded one?

If you're using flat rate packages, you have to purchase flat rate labels.
If you're using the padded envelope, you have to purchase the padded envelope postage.
That's a padded envelope.

If the envelope states Flat Rate Envelope, that is what you need to purchase the postage for.
Flat Rate Legal Envelope and Flat Rate Padded Envelope are also different pricing and those are shown as selections when using eBay shipping.

That's a padded envelope.
That's actually a padded Flat Rate, for which you'd buy the appropriate flat rate label

@wavyjwgaming Since it seems you are new to selling/shipping I'm going to post a tad bit more info here in hopes it will help you out.
1- When you use the flat rate you are basically paying a flat rate price for anything that will fit inside that particular envelope. The caveat is that the envelopes are very slim.
2- The flat rate envelope is exactly just a flat envelope. Mainly used for documents or a couple of magazines. The weight isn't an issue, it's about the thickness of your items fitting within the flat envelope.
3- The padded envelope is the one in your photo, with the bubble wrap inside and it is soft sided. The padded envelope can fit a slightly wider item inside and is a different price than the regular flat rate envelope.
4- You can use any type of box for shipping with priority, however you would then select calculated priority. Then you have to weight your box once your item is packed, and note the dimensions of the entire box. You can then purchase a priority label for your box, but make sure it is not the flat rate.
5- There are also flat rate boxes, such as a small flat rate box, medium, flat rate, and large flat rate. You can get these boxes for free along with the flat rate envelopes at your local post office. If you use the flat rate box, the same principle applies. As long as it fits inside the flat rate box, it ships for the same flat rate price.

Sometimes they will be returned to sender but most times they will still be delivered with additional payment due. That's a huge no-no to a buyer and will get you into much trouble. That's why you need to have all this worked out in advance of even listing your item. I know that a few times they were delivered as is but the seller was later hit with additional fees taken out of their seller account. Once you get the hang of it you'll do fine. Generally the cost for a flat rate product is less expensive than a regular priority mail shipping label. The flat rate price is for all of the US, the regular priority mail price is based on size, weight, and zones. The padded flat rate postage rate is $8.55 anywhere in the US. The regular priority price starts at $7.70 within the same zone if I recall. If you purchased a regular priority label thru eBay, if USPS scans it and determines you paid to much, they may refund. If you purchased thru eBay and didn't pay enough, they may charge you. It is unlikely they would return the package to you for mistaken use of the regular priority label.
