Shipping Label Discounts starting January 27 ?

Regarding the new upcoming USPS postage changes in effect January 27, 

is there a finalized EBAY statement regarding a postage discount (or not?)  when printing shipping using EBAY? 

USPS revised charts for 2019 zonal/weight prices for all mailing services is available.

It will be the same Commercial Base pricing as always.
