Shipping Issues on Ebay Combined and Flat Rate

If you use Combined or Flat Rate shipping,  there is an Ebay issue where they are not properly applying it.

I have a flat rate of 4.21 plus 1.50 for each item up to a max of 8.95.

If a customer purchases an item they are getting 4.21 for every item with no maximum.      One lady was charged 46.00 for shipping.   She  did not buy.    

Maybe why some of us are having poor sales.

If they purchase 2 different items or different colors (shipping price of $1.50 for multiples will NOT calculate).   

EBAY system is automated and only works when customer purchases "exact same item".

I had a couple minutes to kill and have been playing around in your listings

I filled a cart with multiples of 2 different items (8 total) and it charged me 8.95 shipping total

does that seem to be right......wouldn't 8 items exceed first class rates ...
