So I just sold a Pokemon card, valued at around $2. I plan on just sending the card in a top loader and envelope but I am afraid that if I do not send with a tracking, then the buyer can just request their money back and keep my card. What are my options so that the buyer gets his card and I get my money and no one gets in trouble? Obvisouly send with a tracking but it's already sold and for something that small I don't feel I or anyone should pay the shipping. Thanks for your help!

How much money do you think you are making on a $2 sale?

@owlknight93 If you plan to buy or sell more on ebay, your feedback score is worth MUCH more than the possibility of losing $2 and the card.
If you cancel this order, your unhappy buyer is most likely to leave negative feedback. With a feedback score of only 17, one negative will drop you from 100% positive to only 94.4% positive. In ebayland - 94.4% is a HORRIBLE score. Many people will not buy from you or sell to you.
Ship this card. Consider the overall cost/risk when you list additional items.

Excellent point about the feedback % @dcintennessee! The defect from cancelling is a big nail in the OP's coffin as far as selling priviliges go but a feedback percentage of 94% will make his sales non-existant! So not worth it for a $2 sale!

For a $2 item your fees are:
eBay - .20
PayPal - .36
Before shipping, your profit is only $1.44.
A 50 cents stamp - now you're down to .96
If you sent it without tracking and the buyer opens an INR, you'll only be out 80 cents - postage and non-refundable 30 cents transaction fee from PayPal. Other fees are refunded. Yes, you'll be out the card value too - which is 96 cents based on this sale.
The potential loss of future sales is what is at risk. You'll get a defect from the cancellation. You'll likely get a negative from your buyer. If the objective is to make money, consider these things and how they'll effect future sales.
It's all speculation anyway - buyer may get the item without an issue and you'll be up 96 cents. But even if it goes totally awry, it's one of the cheaper mistakes you'll likely ever make in your life (80 cents)
