Seller shipped high value item without signature confirmation and proper insurance

I noticed that a laptop that I recently purchased for close to $1,000 (MSRP $2,499) was being passed onto USPS by the seller for transit without verifying eBay and PayPal's policy that any item over $750 must include Signature Confirmation and was provided with insurance for only up to the first $50. I contacted USPS to verify what additions the tracking number provided contained and was told by the representative that there were "no additional services purchased"

Is there something that eBay or PayPal could do?

In this situation, the risk is all on the seller. If you don't receive the item, you are covered by eBay's buyer protection policy, which they call the "Money back guarantee."  If the item doesn't arrive, you are entitled to a full refund.

Pretty dumb on the seller's side of things.  Without Signature Confirmation an unscrupulous buyer could file a "Item Not Received" (INR) case with eBay and prevail, tracking number showing "delivered" no withstanding.

 

So there is nothing for you to do, nothing for eBay to do, nothing to be done.  The risk is all the seller's risk. As OP noted you are covered by eBay's Money Back Guarantee (MBG).  So don't worry.  Item either arrives or it doesn't.  If it doesn't arrive go to the Resolution center (link at bottom of the page) and file an INR case.
