Ebay doesn't offer any assistance except to 'contact seller' and says 'item is on its way' despite no shipping info and obvious refusal in messaging.
The seller is correct. USPS international delivery into Laos is currently suspended ... a seller can't ship to you.
Ask the seller to cancel the sale so that you can get a refund.
