had a problem with a dishonest seller misrepresenting and item , opened a dispute and ebay decided in my favor and provided a return label to me.
Today a delivery attempt was made and the seller refused to accept the item and the tracking says it is being shipped back to me.
My question is what is the next step? Will ebays system detect this and refund my money on its own? Do i need to wait for it to make its way back to me? Or do i need to contact ebay directldelivery of a forced return

You used the label that was provided to you.
You don't need to do anything else.
I have known incidents of postal service provider making mistakes and updating their website wrongly and a day or two later information is corrected.
Contact eBay's CS if and when your item comes back to you.
Just sit back and allow events to unfold.

Yes, eBay will force a refund a few moments after tracking shows Delivered back to Sri Lanka. But since return-to-sender typically get the lowest priority @pasakawshaly0 it's best to jump ahead of any further complications.
Click "Send message" to eBay on Facebook at this link, and leave your name, email, zip code, and item number. And ask eBay to review the return tracking, to get your refund.
