I have just been informed that my seller rating is in jeopardy due to 5 late shipments, all of my shipments were sent on time or before ship out date, as I tracked these items I noticed they sat at the Post Office for several days before they were shipped to the next Post Office Terminal, I was fully in contact with my buyers on this as they also saw the delay in tracking numbers posting and the items sitting at the Post Office, I have complained to USPS about this but no response from them, My seller rating should not be effected due to USPS causing this issue, I print shipping labels online and my item is shipped the next day, how do I get E Bay to look further into this and have these late shipment ratings reversed.

The only way to combat that is to make sure they are scanned either by the carrier or the counter-person.

If you have complained to USPS about this same problem a few times, you are obviously complaining to the wrong person. Call or stop into your local PO and talk with the manager. Best to wait until after the holidays as I'm sure they are to busy to think at this moment in time.
You should take a peek at the details of whatever is showing on your dashboard as a late shipment. There is a report that you can get the details of each transaction in that same section on your Dashboard.
It is important to remember that Ebay allows THREE different ways in which we can have our tracking validated as being on time. Any ONE of the three ways is ALL it takes. Just ONE, not all.
1. Carrier scans the package when received.
OR
2. When the buyer leaves FB, they check the box that it was received ontime.
OR
3. The Carrier scans it when it was delivered and it was delivered within the ETA window stated on the purchase record.

A PO can get in a lot of hot water not dispatching mail ASAP.
If you suspect them holding packages (except for Media Mail which can be held to make room for other mail or packages), print off a scan form and make sure they scan it.This will start the clock in the USPS system for those packages.

This maybe what the OP is referring to. This was a Priority Mail shipment in a 1096L box (a little larger than a small flat rate box) that sat (chilled) somewhere between Atl & Denver for 3.5 days from Dec 11 (Tues) to Dec. 15 (Sat) in one of those mysterious USPS blackholes (as in black holes of outer space ) or on the tailgate of an over the road trailer in stead of by air - who knows
Happy ending though it was delivered on Dec. 17

When you say the item "sat at the post office" what do you mean? Did you get an acceptance, or initial scan at the time you dropped off your package? If you did then the ratings will fix themselves during the monthly re-evaluation. As long as the FIRST SCAN is within your handling time you are covered, all other metrics will STILL be measured, but will not count against you.

The items were scanned by the Postal carrier in front of me, and checked into the local Post Office, and according to the tracking did not leave the local Post Office until 3 days later and then were checked into the next Postal Hub just 50 miles away.

So they were scanned within your handling time and you will not be measured on any late deliveries for those items. As I stated above the metrics will still show but ultimately won't count against it.
