Returning a wrong item, but seller not accepting due to high (true) value on shipping invoice.

I bought some lights from china for about 300 dollars.  The wrong lights were sent to me, so I asked seller why, but seller refused to accept any mistake and said basically go ask ebay to step in as they did nothing wrong. Well after the wait period, I asked ebay to step in and they checked what I said was all true and asked me to return the package.  

 

I returned it via UPS  but the package got held in customs USA. I was asked by UPS that I needed to provide a commercial invoice, which I filled the exact amount from the ebay transaction.     The package now got held in customs China.  Seller asked me to send UPS another invoice with value as about 6 dollars! 

 

What can I do at this point? I do not want to send UPS a second invoice with such a difference in dollars, which would prove that I sent a wrong invoice in the first place?  If the package gets refused by seller, will I be forced to take it back and essentially pay for something wrong? Very worried at this point about this entire transaction.

I think it's now time to contact eBay and let them know that the seller is not picking up the package from customs.

 

Also, if you sent this shipment back on your dime, unfortunately you won't be reimbursed.  Sellers are responsible for return shipping costs (or a label if domestic) up front.

On eBay, whoever pays for shipping is responsible for delivery.

 

So if you paid for return shipping, you won't get a refund until you do whatever it takes to cause tracking to show Delivered back to the seller.

 

Otherwise, if the seller paid/eBay forced the seller to PayPal you money to pay for return shipping, you can contact eBay now to force a refund, despite it is held up and not yet delivered back to the seller.
