I received an item with missing parts that was not disclosed.  I opened a return request and the seller offered a partial refund.  If I accept refund do I keep item(I could try to replace missing parts) or do I still send back?  Also, if I don't want to accept the offer is my next step to ask Ebay to intervene?

If you accept the partial refund you keep the item, and the return case is over.  If you would prefer to return it for a full refund then refuse the partial.  If you have not been able to work with the seller by the time eBay allows you to ask them to step in, then you can do that, but if your seller is cooperating, there is no reason to.
