Hello, I bought a notebook on August 20, 2019, after a few months of use on November 28, 2019, the notebook does not turn on, I took the technician he said that the notebook burned the video BGA. To my surprise I can't complain through EBAY to the seller. Can someone help me. How Warranty Issues Work and After How Much Purchase Time Can I Claim

Frankly, I would seriously question the filing of a SNAD with PayPal in this case since the item apparently has worked for months and has only developed the fault recently. This would not be a case of the item not being as described but rather a warranty issue. So unless the original listing stated that the item was under warranty, I do not see it being not as described.
If the OP filed a SNAD with PayPal, as advised, the seller may have cause to institute a fraud investigation in such a situation and may even request the USPS Postal Inspectors investigate potential mail fraud if the USPS system is used to return the item for a refund.
Of course, any machine can fail. Even if the item is not very old, manufacturing defects do occur which may cause premature failure of the machine. Not buying electronics from an authorized dealer always comes with the risk of the manufacture's warranty not being valid. The fact that the OP took the item to a technician may also work against the OP since it is likely that said tech opened the items case to run diagnostics thus likely voiding any manufacture's warranty that may have existed up until that time.
Personally, I think the advice to file a Not As Described dispute with PayPal in this particular case may not be very sound advice.

Was it brand new with a warranty card? If so did you fill out and mail in the warranty card?
If yes to both then you should be able to file a claim with the manufacturer based on the warranty. That info should be on the warranty paperwork.
If not then probably your only choice is a claim through either your credit card company or Paypal for faulty merchandiser.

If it was new it is highly unlikely that the manufacture would honor any warranty if it wasn't purchased from an authorized distributor or representative.
