I received a link for a shipping label. If I click, the page has the address but no postage nor a print button. I’ve emailed it to myself but it goes to the same page.
I thought postage for defective merchandise returned was paid for by shipper.
Also, how do I print the label as official postal form label?
Thank you.

If there’s no postage then there’s no label. If it’s an SNAD return, the seller failed to provide an actual label.

And whose responsibility is it to pay return postage on defective items?

The "SNAD" @missjen831 mentioned in her post stands for "Significantly Not As Described" and is the common vernacular for an item deemed as defective by the buyer, as in your situation. The seller should be paying the return postage.

I sent the seller a message, asking for a printable label with postage. I told them specifically what was to be sent so they can calculate weight. Been a few hours but I'll wait a few more days. I already bought new from another seller. I thought you'd told me previously that defective items were their responsibility as far as postage but wanted to be sure.

Your seller* has stalled your return --
leaving you no way to ask eBay to step in it.

Does the link say
1. Print return label, or
2. See label
If the latter, call eBay -- you can Google "eBay number" for the number.
Have eBay look at the label too, then escalate the request.
