Recently I have had two buyers open INR cases. One was in Germany and one in Canada.
When responding to cases I have been redirected to the eBay international sites. The Germany site in particular is hard to navigate and I am not really sure what outcome even occured (that order was some time ago ... I think I am remembering correctly that the item was a global shipping program item and I should've been off the hook for the international leg of the shipment).
The main point I have though is, eBay needs to let sellers use the English (or point of origin) resolution center, not the international one. If they want to be go-betweens and let the buyer use his/her destination center ... fine, but don't expect sellers to have to try and translate the sites. They don't always translate well.
