That sounds VERY wrong. If you are to receive a refund, you don't have to do anything like this. It either is in your PP account or it isn't.
From the pic you provided it sound like they want YOU to refund something, NOT that you are receiving a refund. You need to look a whole lot closer at this email. Maybe you could post the whole thing here and just black out anything you don't want to share with us. That may help.
Is that all it said? It seems to be lacking information. I don't know if it is because this is from a different site that Ebay USA or not. It looks odd to me.
Go to the listing, hit the Forward button and forward it to spoof@ebay.com
Let them take a look at it and see if it is the real deal.
From how this reads to me, they are asking you if YOU want to refund someone else.
I will tag this thread for an Ebay person to pop in, but it is likely to take until Monday for that to happen. I would advise you not doing anything until we figure out what the heck is happening here.

Call PayPal instead. If this is a notice in PP, then that is who you should ask.
