I sold wrapped items, more specifically Pokemon Elite Trainer boxes, that were somehow "damaged" when the buyer received them. The buyer did take pictures of the damage to the boxes showing that the wrappers were still intact for both boxes although there was slight tearing. When the items were returned to me, the wrapping on both boxes had been ripped from the boxes, and the contents/booster packs from the boxes were missing. I called and emailed support stating I do have video and photographic evidence of the items that they received and the items that I received. Of course Ebay sided with the buyer because I had received my return.
What steps can I or should I take next? I have drafted a mail fraud form with USPS already.

That's really it... You can claim fraud with USPS and possibly report it to Police.
Ebay will not be helping on it unless you contact eBay on social media and even then who knows if there is a chance that someone will help.

Fraud and theft with law enforcement is what you can do. These types just keep going until it comes down on them: so do file such on them...
You could file a abuse of returns on the purchaser as well with ebay..
