We have never used calculated shipping until now....starting to put a few listings up with that but here is my question: Do I have to create two separate policies, one for Priority mail and one for First Class? I was putting 11 oz in for an item and it went to Priority mail and I looked at the policy I created and that is what I selected since I intended to use it for heavier items. Is there a shipping service that will cover both first class and priority and it will know what to use based on weight? Thanks!

If a package weighs less than a pound, I only offer First Class.

Unfortunately the shipping calculator doesn't work well for multiple items under 1lb. (In all honesty it doesn't combine shipping well at all with calculated shipping).
If you list the FCP first, then it's up to the buyer to know they need to select priority mail if the number of items exceed 1lb. Otherwise the shipping calculator takes the rate for shipping 1 item and multiplies it by the number of items.
If you list Priority first, then the cost for multiple items won't overcharge as quickly but your item will show a higher shipping price in search making your item look more expensive and buyers buying a single item will need to know to select the FCP to get the best rate.
The blues have recommended setting up rate tables to try to deal with this but I've not had any success, mainly because my tolerance for error is very low and the rate tables don't coincide with postal zones well.

Thanks but I wasn't asking about combining shipping....was asking about listing individual items and shipping policies (business policies). I set up one business policy and selected Priority mail since I thought I would be using it for heavier items. I was asking if there was a way to set up ONE policy to work for First Class items and Priority items or do I need to set up a second business policy for the First Class items??

I wouldn't set up any business policies.

I wouldn't know how to list without business policies. We have a store with over 3000 items and we have listed items with business policies for years.

Turn off the business policy and set up each listing individually.

I'm a small seller, and I've stayed out of this discussion because (1) I thought that you WERE talking about combined shipping; and (2) I have never used business policies and wouldn't know how to ship WITH one.
I use calculated shipping in my listings: Enter the package weight, choose a service, that's it. I can't see how a separate policy would streamline that.

Well I don't know how to create a listing without a business policy....you have to select something don't you? Under the "shipping detail" section of the listing, there is the business policies and they are drop down menus, something has to be selected.

If my understanding of this Help page is correct, then the answer to your original question is, Yes you need separate policies for offering calculated postage via First Class vs offering Priority Mail.
