eBay's Money Back Guarantee for buyers is seen in every listing and is really very good. The catch is that the buyer needs to know about it, understand it and use it in a timely manner.
You had 30 days after the last estimated delivery date to open an item not received case with eBay. Can't tell from your message whether or not you did that.
If you have allowed that 30 days to pass, you have 180 days to open a case with Paypal if that's how you paid. Last chance, most credit cards give at least several months to do a chargeback.
PS: If this is the purchase for which you posted the FB "hasn't came yet", then I am sorry to tell you that you are probably out of luck. That purchase is a year old.
