Just today I received a notice saying that an item I ordered on eBay had been delivered to me, but it hasn't. This is the SECOND TIME this has happened to me in the past month! Both times the seller used eBay's shipping program. The first time it happened I called my local PO to see if they could help me out in case the carrier had just delivered to the wrong address but, because eBay uses their own tracking numbers not available to the USPS, they couldn't help me. I notified the seller, who just pointed to the fact that tracking said it was delivered, and I printed out the delivery notice and left it for my mail carrier with a note asking for help. The item finally showed up several weeks later, by which time I'd already been issued a refund (I never asked for one). I let the seller know I'd received the item and that I'd like to pay for it, but he ignored me. Now I'm in exactly the same situation. I received a notice that the item has been delivered, but it hasn't. Do I just have the worst luck in the world buying antique postcards? Or is there a major problem with eBay's shipping program?

In your first case, ebay makes it impossible for the seller to re-bill you if the item arrived. If you used paypal, and you can see the seller's email address, perhaps there is a way that you can send them the money for the item that arrived late.
You cannot blame Ebay for the lost packages. The post office has less workers now and less machinery. More new employees. Anyway, if you have a tracking # for the post card, go to the post office with it. Their system will show more information. They will know the name of the carrier that handled that package last. Hopefully, you have better luck. This one is not on Ebay nor on the seller.
Finally, did you ask family members if perhaps one of them picked up your package and put it away in a drawer or closet and forgot to tell you? Do this before going to the post office.

ebay does not use there own tracking number for anything but the ESUS program
normal domestic USPS ebay shipping service has a common tracking number that everyone in the USPS uses
in short, the statement that the numbers are not available to the USPS is just plain wrong
they are supplied by Pitney bowes who runs the software for the USPS
