In late July I purchased a pre-order of a Marvel Legends She-Hulk figure. I understood that the figure hadn’t been released but should come out in late October or November. There was another production delay, so the wave of figures that included She-Hulk didn’t finally get released until late December or early February. I kept in contact with seller, who said he/she had just received their shipment on January 15, 2020, and would send me a note with tracking information once they had sent out my package.
As you may have guessed, it’s now been just under three weeks since that message exchange and still nothing. Last week I sent a message indicating my frustration and a request to either ship the item or issue me a refund. No response.
I don’t know what resources are available to me at this point. Since the purchase was a pre-order, I was told when I initially looked into it that eBay wouldn’t step in because too much time had passed. That has also kept me from being able to leave negative feedback on their page. Suggestions? Thanks in advance for any thoughts you may have - I’ll obviously live, but I hate the idea of seller getting off scot free after screwing me like this.

Your only recourse is to file an item-not-received claim with PayPal (180 days) or a chargeback with your credit card company.
Note: An eBay/Lithium/Khoros/Whatever censor will show up shortly to remove the seller's name from your post.

I think the seller's feedback is all one needs to see to understand what kind of seller they are ... and, that's about as public as it gets around here.

Unfortunately, it appears as though you've missed any opportunity to file for a refund with eBay, PayPal or, probably, your credit card company. eBay already declined your request, PayPal's deadline is 180 days from purchase (which, if you purchased it in late July, would have been some time in late January or earlier in February).
You might check with your credit card company, assuming you used your credit card, to see what their policy is--they're all different. Mine requires that a file a dispute with 60 days of the date of the statement on which the purchase first appeared. Maybe you'll be lucky, and your credit card company will have a more liberal policy. It's worth a try.
It's a sad lesson to learn, but, according to eBay's Presale policy:
"Presale listings must clearly state that they are "presale" in the title and description, and guarantee delivery within 30 days of purchase."

Thank you - I’m ok with taking this as a “learning experience.” I just want to help other people to not suffer the same thing from this seller - if I was able to leave feedback on his/her page that would at least be something. But I don’t seem to be able to even do that. Alas - I’ll just move on.
