Parcel Guard claim

I have a buyer that says they never received their purchase. The tracking shows delivered and address was correct. There was insurance on the package. When I go to start claim it asks for the party that purchased the insurance. It seems like it will pay me back but not the actual buyer. I haven't followed through with claim because I want to make sure its done correctly. We use Ship Connection. Any thoughts / advice would be appreciated.

If tracking shows as delivered you should upload that tracking into the item not received case if one was opened. Your job as a seller is completed when tracking shows delivery. 
It is the buyers responsibility to ensure there is a safe location for deliveries of packages, not the sellers. 

You can’t file an insurance claim on items that tracking shows delivered.
