On the "Set your working days and order cut off times" page, does 15 mean 3:00pm?

On the "Set your working days and order cut off times" page, does the hour 15 mean 3:00pm?

 

I'm trying to set it up to where I go to the post office three times a week (Mon, Wed, Fri).  Those days will be "same day" shipping before 3:00pm.

 

Tuesday and Thursday need to be "next day" shipping. Any idea how to set that up?

@rexmarcus   You can set your Handling time for ALL items or change it individually but that is based on the item NOT the day of the week.   Handling time is also based on when an item sells so again, it has nothing to do with the day of the week.  You would need to set your handling time to 2 days to get close to only shipping 3 times per week.  

Yes, 15:00 is 3 O'clock on a 24 hours clock.
