Newbie shipping question!

Hi everyone! 

So, I am not located in USA but Europe. My question is how to correctly apply the shipping rates. Atm I use flat shipping method with smaller fee for Domestic and Higher for International but from some articles I have read i am worried that maybe I should do it vice versa. 

Also I would like to add a free shipping service when a total is higher than xx total. Is that possible? is it only from subscriptions (just started so i am using the free listing option till i see I can do it!)

Are you shipping from Greece or dropshipping from the US?

Ok I had a friend testing it from their account and I fixed my shipping rules accordingly, so case closed!

I am shipping from Greece, no dropshipping. I found out how to make them the other way arround and add special price for Greece and Cyprus!
