Ask eBay to step in and give me a refund for the item that I did not receive they won't give me a refund eBay said the tracking number says it was delivered I guess I think I'm lying over $12 wow

Verify with carrier where it was delivered, and what was the weight of item. If it was delivered to your address, the seller did its part, and you may have been a victim of porch pirates. If it was delivered to a different address, then you can claim back to ebay with this as proof, the seller is using a false tracking #. Have carrier provide details on paper.

If you have a "Porch pirate"
Or, Mom has it and forgot to tell you.
Or, It got delivered and fell behind the love seat off that shelf between the kitchen and the family room.
Or, It's out there behind that bush next to the garage.
Or, Next door neighbor Brad has it.
Or, Your mail delivery person still has it and it got scanned as delivered by accident.
Or, Some random kid stole it out of you mailbox.
Or, Your snotty little bother intercepted it and has is in his room.
Or 100+ other possibilities. Non of which at all suggest you are lying, Are on your seller.
He paid for delivery confirmation with good $$ to avoid buyers that claim they "Didn't get it" It's good that you are an honest person, We can all use more of those.
Maybe, Just maybe, The missing package is for you to deal with from your end.

If tracking shows the item was delivered, the seller will win an INR case.
Contact the carrier and see where the package was delivered?
If they say it wasn't addressed to you, get it in writing and use the letter to appeal the case.
If it was delivered to you, then stolen, file mail theft and a police report.
