Never Received Item!

Hello everyone,

Apologies if this is in the wrong discussion board. I do not know how to explain this shorter but I am happy to answer any questions with additional detail if necessary.

A seller cheated on me and stole my money!

The last 4 months I experience a real horror.
I live in Croatia. Nevertheless, in the last two years all packages purchased within the UK I receive on one UK address in Bedford - the only one I have in the UK. Of course, that address is visible to ebay and paypal when I make a payment.
In January this year on ebay.uk I found one thing I want to buy. At that time no one could receive a package at my UK address. In agreement with the seller we said that the package will be sent for about 3 weeks from the date of purchase and I'll let him know when to send it. The contact seemed honest and fair and everything was fine until then.

I bought and paid item on January 14th.
On February 7 I sent seller a message that he could send the package. He said, because of the work he will send it on Friday (February 9th).
On February 10, he replied that he had sent that day (February 10).

But the package was never delivered! On March 7 I informed the seller about this and asked him to send me the confirmation of sending the package, tracking number, maybe the picture of the package before sending or anything I can forward to the recipient. After a lot of messages I received a response from the seller and he said he did not know why I did not get the package. The seller said that he is in Germany at work and that his wife would contact the courier by email and he would then let me know. Nevertheless, no response has ever been given to me. All the time I asked him to write a tracking number but the seller did not obviously want to!On March 11 I opened a case "I want my item" on ebay.
On March 12, again, after a lot of messages and searches, from the seller I finally got some tracking number myHermes.uk

Then I noticed very strange things. He said he sent a package on February 10th, but the information on Hermes's page said the package was sent on February 8th!?! Also, in tracking information it is written that it was delivered on February 12th and signed by household but the package was never delivered! Also, signature is impossible to see!!!
I no longer doubted that this was a fraud, but then a new unpleasant surprise; As a coincidence, a new announcement on Hermes's page appears at the time of this case on ebay. On March 13 the package allegedly "Delivered to safe place". More than a month after allegedly being delivered and signed by the household! How is this possible?
After that I contacted myHermers and got an answer that shocked me, but it confirmed my suspicions; The address I CONFIRMED DOES NOT MATCH WITH THE ADRESS IN HERMES SYSTEM!!! All this is recordedat myHermes.uk

I've informed ebay about this in case, but since more than 30 days have passed since the purchase they advised me to ask Paypal for help.
I tried to wait for the seller's response for a few more days but I did not get any answers.
After that I asked ebay to close the case because I did not know how to do that and I did not want the timing and the automatic shutdown of the case be a sign that seller and I reached an agreement. Ebay closed this case as I requested and I opened a dispute on paypal.

After that, the seller lied to paypal that ebay had decided in his favor. He also lied that I changed the address several times (I did not and we never mentioned another address). He also lied that I called him on the phone but I do not even have his number. I've suggested Paypal to call a teleoperator to print all calls If necessary.

Finally, payapl ruled in favor of the seller because he allegedly confirmed he had sent the package!?

How this is possible?

Even just watching at tracking number myHermes.uk proves fraud.

To whom to turn for help? Please, can anyone help me?

Live in Croatia bought from UK...Paypal has already ruled in favor of seller.
