I am new to selling on ebay and a friend was helping me set up to sell my first item. On his page, he can choose exceptions to shipping locations. Mine doesn't have that. He can also choose to not sell to people who give a certain amount of bad reviews in a timeframe. Mine doesn't have that either. Any idea why? We put both accounts side by side on the same computer and they are totally different. I just want to be able to exclude certain states like Hawaii and Alaska, but there is no where to do that. Any ideas?

You are either dreaming, or misreading something.

If you are a shipping via USPS there is no need to do so.
Probably you are using the "Quick" version of the listing form and your friend is using the Advanced version (AKA the business tool). You can switch to the business tool or you can set a lot of parameters in your site preferences in My eBay.

If you use standard priority mail of a pound or less there is no difference in postage to Alaska or Hawaii from the west coast. I sell to Alaska and Hawaii all the time. Depending on where you live all you need to do is cover the cost of shipping to Alaska and Hawaii when you set up your auctions. Several western states happen to be in a sweet spot and can ship to Florida and Hawaii for the same rate. No need to be afraid of selling to any state. I am envious of the people living in Kansas who can pretty much mail to both coasts for the same cost.
