I saw an item listed for a while as local pickup only located in Japan while I am in New York. I contacted the seller asking if they would reconsider shipping and that I would cover any incurred costs. The seller very nicely responded that they can do that and to not worry about the shipping charge as they would cover it. A few days later, the item was listed as "being shipped" and the seller said they would be sending it out with tracking in a few days. No problem so far. My paypal payment went through and about a week later the seller contacted me saying he was sorry, but due to the coronavirus, shipping was going to take 30+ days and asked me if I would like to cancel. I responded that I would and apologized, as did they. However, a week later and the item is still listed as "being shipped" and no refund has been issued. Ebay sees it as being shipped and says if I don't receive it in the next 4 weeks I can open a case. The seller as stopped responding. Is there a quicker way around this that won't affect my or the seller's rating?

you need to wait until the last estimated arrival date to file on E Bay. You can go to PayPal and open it and escalate immediately I beleive.

Ok thanks for your input. I'll check through paypal to get it started but I'll just mentally prepare for waiting out the shipping period.
