A buyer states they received only one record though the auction stated two records. I was messaged today about his. It turned out this person had the wrong seller (I shipped both records to another buyer) and I messaged this person back. However, this got me thinking. If a buyer claims you shipped only one item when you know you shipped two, what do you do? This could easily turn into an item not as described case, correct?

You have a cocktail.

I (after having that cocktail) invite the buyer to return the single item for a full refund.
99% of the time that "missing" item magically appears & the buyer becomes silent.

Please, lets not get started worrying about things that have not happened.

I did freak out when this zero feedback buyer who just jointed ebay sent me this message stating he only got one of my items. I frantically checked tracking only to find this item was headed to a totally different buyer and had not even arrived yet. It did get me wondering can buyers make this up and how would you prove they just got the one and not two. i worry because right now I sell only lots of vinyl records and this really is a realistic scenario.

Hi. We had this happen a few months ago on an expensive set of sterling silver spoons by Stieff. Her initial email claimed there were only 5 and not 6 as described. We have a double count by two different people policy to ensure this doesn't happen to anyone, and I specifically remembered my partner and myself packaging that package, because he got mad at me and said I was nit picking, so I took the package back after he double counted and verified correct items, and counted it a third time. So, I emailed her back, and asked if there was any tears, rips, or tampering with the package, and she specifically stated "No. You just counted wrong, and I want a full refund today". I explained to her when the items were received and checked she would receive a full refund. The package was also fully insured, so her comment was a big red flag. Of course, we don't know for certain but suspect she needed one of the spoons to complete her set, and purchased with the intention of returning stating only 5 of the 6 were there. Nothing we could do. She got a free spoon worth $89.99 by itself and I took the loss. It honestly is a pain, because we are busy enough as foster parents and having an at home busines, but we now record dirctly in front of our computers web cams, showing the specific items then showing items being placed in packaging and sealed. 90-120 seconds of my time is absolutely worth preventing this from happening. Sure, they can still say I must have taken it out after the video, but it should at least deter some people from attempting it. We've been doing this for months now, and no issues yet. Sorry that happened to you. We know how it feels for sure. ~K & T

I can start hundreds of realistic scenarios that way if you want to worry we will be here all year.
Liar buyers do come along, there's little difference between one liar and the next, generally speaking your best solution for this particular scenario would be "return for refund."
You may also wish to have an inventory system in place on your end so that when this happens you can determine from the stock still at hand whether in fact you only sent out one instead of two or what the case may be, if you are accused of sending out the wrong item / quantity then a quick inventory of your stock still on hand should reveal a discrepancy that matches the buyer's accusation.
