Perhaps you should have given more details, it seems to be an international order with such a long delivery date. What was the order for? How is ebay telling this buyer (I presume it is you) abut the refund? Was it a message? A phone call? Perhaps there are some disqualifying circumstances? Who is a "fraudulent buyer" referred to in your last sentence? Perhaps I need to get my coffee first to fully understand your post.
Anyway, you have not received your item, file an Item Not Received case and then follow the steps ebay asks you to follow. If you communicated with the seller, don't anymore.

What was the item @jawaid1951 ? You'd have to review the listing to see if it was eligible for the Money Back Guarantee. If it's the SquareTrade Warranty you recently purchased (based on your feedback page), that's not eligible for MBG coverage so you'd have to work things out with the seller directly.
The listings for that product say you'll receive an email confirmation and that's your proof of purchase for coverage. Did you check your email? Did you check your email's SPAM filter? My email client automatically deletes flagged SPAM after 30 days so it may be too late to check at this point.
Bottom line you'll have to call the number in your FB or contact the seller to work this out.
