Item sent back - incomplete customs declaration

Hi

I have bought an item at eBay from a company.

This item has been returned back because of an incomplete customs declaration that the company should pay.
I have paid the item by Pay Pal and they have rejected my claim and the company says that they have delivered the item.

I can see from the trackning number that the item has been returned back to the company and are delivered back to them.

I have the right to get my money back.

What shall I do?

Did you open the item not received claim with eBay or with PayPal?

What country did you purchase the item from?

Do you back your PayPal account with a credit card?
