Item received not working

Purchased item, it was delivered but it does not work. Contacted seller, seller writes it was working when he shipped, this does nothing for me as I have an item not working. Seller offered me 75.00 refund when the item was $299.00 I did not accept but I now have a return label that was sent with an additional message from seller writing he needs to inspect the item so I need to send back. I'm reluctant to do this cause if I send the item back and he decides not to pay me my refund what do I do? I bought on eBay with PayPal, any help???

Your first step is to file an refund case item not as described case. If you don't you won't have eBay's protection. Filing a case will guarantee you, your money is refunded. 

 

After you open a case the seller is required to send you a return mailing label.  You will most likely go back and forth.

 

Once you receive the mailing label you will need to send the item back and make sure the tracking information is loaded to eBay. Once the tracking shows that the item has been returned to the seller, you will receive your full refund.

 

If the seller doesn't send you a return shipping label, after so many days eBay will allow you to ask them to step in. Once they step in, they will most likely side with you and give you a refund. 

 

Whatever, you do during the case, don't close the case until you receive your refund and are satisfied.
