Item not as described

Seller have to describe items properly, even if they have "No Returns". Go to your "Purchasce History" page under "My eBay' and open a "Not as described" return (SNAD aka) claim. The seller will have to pay return shipping and refund you.

All buyers are covered by the eBay MBG for 30 days past Delivery date, regardless of a seller's return policy.

If the item is truly not as described, Open a Return Request with the reason "Not as Described or Pictured".  The seler will be responsible for return shipping.

If it was the one you bought from the seller in India with 98.6 feedback, you will have a hard time getting a return label with tracking.

eBay has changed so much since I last used it, probably over 8 years ago. My husband was the eBay person and understood it. Since he is no longer with us looks like I have a lot to learn. Thanks for all the advice and quick replies.

OP wont need worry, It's up to the seller to provide one, if he/she can't provide one then eBay will refund in full w/o the OP having to return item.

I like to work with my hands and am completely fascinated by electronics. I buy stuff and fix it not for monetary gain but as a passtime. I'm relitively new to ebay. I saw an ad for 2 3rd generation ipod touches, cant remember what I paid for them, $15 or so. They were described as "wont hold a charge" so I said to myself, simple, I've fixed a bunch of them with same issue. When i read a post that says "wont hold a charge" I assume that it will it at least light up when I plug it in. Neither of these did, in fact one fried my usb port on my $700 laptop when i plugged it in and started smoking. The other did absolutely nothing at all. Seller does not accept refunds, obviously I am going to have to sue to make the world a better place. Probably won't get my money back as someone who sells garbage for $15 on ebay obviously is living in poverty or y do it in the first place? I do this as a hobby, im 32yrs old trying to keep up with technology. If any admins read this I'm not looking for a refund, just want this user blocked or as an alternative give me his address so i  can return in person
