The above subject line is the error message I have been getting for the past two days when I try to buy my shipping label for a sale I made going to Guam. I don't believe the destination had anything to do with it, but who knows. I contacted Ebay "help" twice yesterday the first time via phone and the second time via live chat. I sent then a screenshot of this error message. This message appears in a red rectangular box toward the top of the screen. If anyone can help me with why I am getting this message, please advise.

Off the top of my head I would suggest checking to see if there's a section you need to expand and fill out for customs.
If that's not the issue then (because shipping is time-sensitive based on handling times) I suggest purchasing that label elsewhere and uploading tracking to the eBay transaction. paypal.com/shipnow and pirateship.com are both options for USPS labels @merchandiseminimall.

Thanks for your input, but I ended up cancelling the order. I tried repeatedly to get some answers from Ebay with no results. I still do not know why I couldn't purchase and print the shipping label for this order. Ebay said it was a glitch and told me they would fix it in 24 hours. Not so Much!

Has anyone been able to ship anything to Guam under EIS? I know cameras, lenses, and tennis shoes can't go there. I wonder what else.

Guam is not international shipping by USPS and would not use EIS.

Sorry, not sure Mike. Last update I had from March 2nd (link) is that they were working on adding US protectorates to the program. To be clear, I don't know if that meant shipping to or from those locations. I'd assume from.
Would seem odd to offer shipping to those locations since USPS will ship there with domestic rates, but it's eBay so you never know.
Any reason you can't ship USPS like you would to Hawaii (or your own state, for that matter)? @argy_eyes

Yes, I had a desk lamp that wouldn't ship to Guam. Must be something going around. No matter how many times I tried, and also got live help from Ebay, no dice!! I eventually cancelled the order. But very frustrating.

Thanks for the inputs on this. I was thinking of Guam as a country, not realizing it should be considered as a protectorate. I see now that there is still a problem with shipping there, but not for the reason I thought.

You might try seeing if you can exclude Guam from the international places you ship to. Then hopefully it will default to the domestic shipping option on the listing. Then relist and ask the buyer to try again.

I am having the same issue right now, to Guam. Incorrect shipping rate along with the inability to print a shipping label. The rate eBay charged the buyer is $13.17 and the actual rate to ship is $21.25. That's an $8.08 difference. I was told by CS that the measurements I put in for my package were 7x4x4 and there is no way that is right. The item would not fit in a box that small. When I pull up to print the label, the dimensions are 1x1x1 and the rate I would be charged is $13.17. When I change the dimensions to 11x10x8, the rate I get is $13.17. Since the label would not generate on eBay, I went to the post office, as I was told to do by CS, and that is when I was told it is $21.25. I went onto usps.com and checked the weight of the package with boxes of many different dimensions and the rate I kept getting is $21.25. A 7x4x4 box, an 11x10x8 box, and a 3x3x3 box, all $21.25. Then the CS told me that I should only purchase the label on eBay to get the shipping discount. The buyer paid $13.17, the rate I would be charged if eBay would generate a label is $13.17. It seems the buyer is getting the discount as well if that is the discounted price. Another 24-48 hours to have it corrected, and being added to the "priority" list a second time in 36 hours. No help.

Check the cost on PirateShip, which has equal or cheaper rates than ebay without all the problems. A free account will even import from ebay and update tracking automatically.

Your listing @justoneofthosedays charged the buyer $13.17 for Parcel Select. That's an online-only service.
The equivalent at the PO is Retail Ground and for the 4 lb package the rate is $21.25
If you want to ship Parcel Select and can't generate the label through eBay you will have to purchase it from any other online shipping provider. As suggested above, you can create a free account with pirateship.com to generate the label.
On the broader issues of packages to Guam and other territories:
It used to work fine through eBay labels. Then for a while there was an issue where eBay wasn't generating customs forms so packages to territories were being returned to sender. Then that issue changed to eBay kicking out an error saying not able to generate a label, must be at least one shipping item - but with no customs form, still. So sellers have had to purchase labels off-eBay.

Must be a Guam issue. I found this today trying to send my order to Guam. What is sad is that it appears to be a product for a military personnel.
