Make sure that you have completed your Account profile.

You must have valid shipping and return addresses set up

You must have a valid phone number

You must have a valid payment method on file to pay your fees.

Your PayPal account must be set up to receive payments and linked to your eBay Account. Or you must be registered and accepted into eBay's Managed Payments

If your limit is 0 items and 0 dollars after you have set up your account, then contact eBay. Use the "Call Us" link at the bottom of the seller limits page that I linked below.
