It does not protect buyers.

The second pancage @kmwkmwkmwkmw arrived at your Portland OR freight forwarder on Friday, 3 days ago. It is unlikely to contain your remaining 10 items because that was a First-Class Pancage, while each UF-603 weighs 8.8 oz.

 

Your seller has terrible feedback, and is taking advantage that you're using a freight forwarder, because you forfeit eBay Money Back Guarantee coverage when your item is reshipped after its original delivery.

 

Since you paid with PayPal, you need to open a Significantly Not As Described dispute at PayPal instead using the reason Missing Quantity. PayPal does not have the limitation on reshipping, and you can specify how much of a partial refund you'd like when you open the SNAD dispute:
