I had my third-ever return (received) today, and, unfortunately, there was some damage during the return transit. I refunded the buyer - the damage wasn't from horrible packaging, but I can't really sell the item as "new," if in this condition. Doesn't eBay have a policy by which they refund for half of the return price, and how do I go about requesting this partial reimbursement?

Never seen that policy.

If the seller is a Top Rated Seller with a Free Returns Policy or a 30 day return policy, then the seller can withhold up to 50% when refunding the buyer if the item is not received in the same condition as it was sent.

You can't 50% for damage during return shipping.
If you're responsible for return shipping, you're responsible for return shipping.

You are misunderstanding what the policy is. You just said the damage was not due to the buyer's usage or packing, so how can you expect to "charge" the buyer then? If the item was damaged during normal shipping then this has nothing to do with your buyer. Best of luck to you....

No.
Unless you pay to have the return insured, there isn't anything you can do.
