Is anyone else having ESE not show up when buying a shipping label for a trading card?

I sold a trading card for $13. Even though I chose ESE at the time of listing, it is not an option when vbuying my label. What is going on?

ESE can only be used in certain categories. 

Even though you can choose it when listing if the listing is not in an approved category, you cannot use it when shipping.

In addition to being limited to certain categories, there are other cases where the eBay Standard envelope option is disabled. Those include:

-Weight for a single item is over 3oz.

-I've never seen dimensions have any effect on this option. I usually just do 1x4x7.

-Combining multiple items with a combined weight of over 3oz. Sometimes it glitches out if any of those items are 2 oz more, and wont enable the option for standard envelope even if you reduce the weight under 3 oz. Your best bet is to uncombine first, then set each item to 1 oz., then try combining again.

-US Protectorates, such as Guam and Puerto Rico. This one actually has been fixed, but it used to not work. However, I believe that there still is a bug if the customer puts PR as their country instead of in address line 2.
