International shipping program, France not showing as option.

I have a buyer in France interested in a comic book I am selling. I am enrolled in the international shipping program and I do not have France excluded anywhere on the site. But France is not showing up as a shipping option. 

I did a little research and saw that France has an import ban on animals and plants, this is a Spongebob comic so I thought maybe ebay was hitting on the word sponge.  So I took out sponge everywhere in the listing and still no France.  Any help would be appreciated.  Item #  176134303775

eBay might have a limit on sending comics over a specific value to some countries. Whatever the reason is, it's unlikely that you will be able to change the listing so that it can sent through the EIS.
