So I shipped a package to Russia,and a few days later I had it return to my home with a letter stating that it was undeliverable due to a weight decrepancy,which I knew there should not be. I took the package to my locat post office to have them weight it,and it showed that I was 2 oz off. My question is how do I get refunded for the shipping cost since I paid for it go to Russia,and it only got to San Francisco? Who do I need to contact about this Ebay or PayPal? Any help would be great.
