Buyer says in the past the seller "did something" to fix this problem. I have no idea, the sellers side of things are so locked up I can't change anything on an order.
Buyers international address is already on the order details, so it seems to be stuck like that. How can he change address now?

When you send an invoice, both the shipping cost and country are locked-in; the buyer can only change to another shipping address in the same country.
Cancel the transaction using the reason Problem with buyer's address so you don't get a defect, then
- relist as Buy-It-Now at a very high price but with Best Offer,
- have your buyer best offer at the auction ending price,
- allow your buyer to check out; do not invoice.

The seller can't change the shipping address, @membersinceaug2001.
But you can
- refund the payment (won't get fees back) in PayPal,
- the Pay Now button will reappear at eBay for your buyer, then
- your buyer can go through eBay Checkout again with the correct address.

The buyer hasn't paid yet. He insists he isn't able to change shipping address when checking out.

You are being played: The Order Details page does not exist before payment.
Just open your IUD after 48 hours to either get paid, or get your FVF back.

There is one way to do it BUT it is VERY risky. If it is an inexpensive common item and you want to accommodate the buyer with as little hassle as possible. BUT as it gets to be more and more expensive you are putting your self at GREAT risk for an Item Not Received and your seller protection disappears,
Go to Paypal. Click "TOOLS" at the top of the page, then "multi-order shipping". You can then enter any address you want.
I have sometimes had requests from international buyers who will be visiting friends or relatives in the US and it makes more sense (and costs less) to deliver it to them and carry it home. Better than paying the higher international rates.
Or maybe he is using a freight forwarder.
So it is not always a scam.
BUT YOU WILL HAVE NO PROTECTIONS IF IT IS A SCAM.
