I paid for insurance on a package for coins and I received it ripped and retaped. It is missing coins and the shipper said to contact eBay. What is the correct thing to do?

The seller has to file the insurance claim. Keep the packaging. Send seller photos.
You need to file an item not as described - missing parts with ebay - request to return for refund. Seller is to send a return label.
You have no idea if the seller sent it that way or if someone did it in route.

Looked closer and the package has no insurance, it's just first class with tracking.

Ship cover insurance doesn't show on the label. It doesn't matter if you paid for insurance or not, that is the seller's responsibility not yours.
File the SNAD - significantly not as described. Missing items from sale.
Contact Seller.

First-Class Package doesn't get insurance, only tracking. Disregard your seller's misdirection, start a return request, and click ask eBay to step in after 3 business days if not yet resolved.

Insurance can be purchased for FC. OP said he paid for a insured shipment via the seller.
