Hello everybody. I use eBay Global Shipping (GS). I am noticing as a list new items over the past 30 days, my new listings are no longer through GS, they have been switched to do International Shipping Program (ISP).
The way I set up global shipping was for me to charge a buyer a small nominal flat rate to ship their item to the Kentucky hub. From there, the buyer would pay additional fees to Ebay for Ebay to ship it from Kentucky to their international address, and eBay handles all customs papers. That’s how I liked it, that’s how it worked and everything was great. I want this for the new ISP.
A customer from Canada tried to buy A $550 item, but receive a block notice saying “seller does not ship to Canada, please use a different address”. Apparently this newly listed item is not using the GSP. It was defaulted to the new ISP. When I looked at the shipping tab on the item, however, it only allowed shipping to a USA address. The on.y way I can ship this new item is to set up a international shipping option on the listing. When I set up the international shipping rule, it’s asking which international shipping option I want. (Fedex, ups, usps). That’s not how GSP worked. In fact, if I do this, I feel as though I’m sending this item direct to the customer. I don’t want that at all. And I don’t want to deal with customs papers OR returns. There is no option for me to chose “GSP” or “ISP”. So, using my “account settings” drop down on the top left side of the eBay screen, I opted out of the ISP until I can figure it out. It now says “please allow 24 hours to opt out”. As a result, ALL OF MY LISTINGS, not just the new ones, no longer allowed international. The GSP was working great for me.
How do I change my settings for the Canada buyer to buy this item? Do I actually have to reactivate my international shipping program now? and then add the international shipping rule FOR EACH ITEM? Some of my items have multiple variations, and each variation has a different shipping weight …. So how does that work?
Also I read the ISP is only for items with maximum value of $500. Is THAT the reason my Canada buyer cannot purchase this? I remember reading high value items ($350) must have signature confirmation. ?
Also with ISP, in order for me to ship an item internationally, do I have to set up the international shipping rules? and and what about countries I want to exclude? Can I do that via the bulk listing tool to update all listing at once? With GSP, I made one setting and all my listings followed that setting (which countries I ship to, which countries are specifically excluded, etc)…
If I charge a Canada buyer $10 for me to ship it to the international shipping hub, I want them to pay eBay to ship it to their Canada address. I don’t want to pay extra for eBay to ship it to them. (The second leg). (JUST LIKE THE GSP DID).
needless to say I am very confused with the new shipping program, and I wish eBay just expanded the benefits of the GSP instead if changing the program. Until I could figure this out, I am not shipping internationally.
plaese , someone who is an expert in the global shipping program and this new international shipping program, please help.

I've read about a few sellers that have had only some of their gsp listings transfer to ebay international shipping. . I don't really understand why although I've read some say that it happens just to sellers who don't use business policies. I'm not sure if that is true.
In your case though, you have just one listings that is set up for international shipping, the rest of them show US only shipping. The Disney bag listing shows shipping with ebay international standard, not the gsp or the new EIS. If that's the item the person was trying to buy they should be able to do so using international standard that is already set up.
If it is another listing you could set that listing up with ebay standard international or send it directly. If you send it directly using usps you are not paying extra as you would send an invoice with the shipping cost. Or, you could add the international option and cost to your listing. When you used the gsp the buyer paid you the amount that you would charge a domestic buyer and then they would pay the gsp the internatonal shipping cost. If you ship direct or use ebay international standard, you charge for and collect the whole international fee.
Since none of your other listings are set up with any international option, you could try unchecking and then checking off the gsp option to see what happens. But hopefully someone else who is more familiar with how to change from gsp to IES will be able to help you.

I'm not an expert in this area by a long shot, but I can tell you why your $550 item is shown shipping only to the US. The current limit for the eBay International Shipping program (EIS) is $150. It is scheduled to change to $500 sometime early next year. As long as you are in EIS, the Global Shipping Program is not an option. You can opt out of EIS, but I am not sure if GSP would become an option again or if it is gone for good. Maybe someone who has done this can answer that.

Ive disabled the International Standard Shipping option from all my listings several days ago and they did not revert back to the old Global Shipping Option. I guess once you leave GSP, you leave it for good. Your answer helped though regarding the international max value allowed to ship. I'm going to stop international shipping until my other questions are addressed. Hopefully someone from ebay will reply. If not, i'll stick with domestic sales from now on. Thanks again.

Hi, I came here hoping to get some insight into EIS. Unfortunately you cannot opt back into GSP. I spoke with an agent (who had screaming kids in the background) who was unable to help with my question. I got transferred to a supervisor who provided bad info as I just learned here! My buyer is trying to purchase a $225 bag and is being advised they must contact me. As I learned here they cannot due to the $150 cap.
I prefer to ship to a hub and have them ship to customer. I had way too many bad experiences shipping direct.
Great job eBay, beyond frustrated.

Would you mind checking something in your preferences? I want to see if it is working with the new international shipping program.
On the following page do you have the block checked off to Block buyers whose primary shipping address is in a location I don't ship to.

If you have it checked off your items that are over $150 should not be seen by international buyers. Right now they can be seen so if you don't have it checked it off, you might want to do so. Then you can turn on 'apply above settings to active and future listings'.

My secondary account was 100% GSP prior to this 'rollout'
Easy to list and had "0" problems. As instructed I did not change anything in my shipping setup and was told that former GSP policies will automatically migrate to the "New" program.....
After the migration, I have 1/3 that offer the 'new' international, and 1/3 that offer NO options to my EU customers, and 1/3 that somehow offer "Standard International"
No matter what I do I can't get the listings to recognize the "New" International shipping. It is frustrating to see one day it works, and the next day it says "No shipping service offered" from the same listing.....

That would be very frustrating. They always seem to have so many glitches when new things are being rolled out.
