I sold a New Nintendo 3DS XL to a buyer back in March, but I got a refund request from them yesterday saying that there was no 3DS inside their package. I didn't mean for that to happen, I doublechecked that the item was secured. I wanted to make sure that this buyer wasn't scamming me in asking for his refund back by asking if his package had been ripped before he got it but now I'm not sure what to do. The refund is due by April 11.
I don't want to pay again for something that was stolen. Is there anywhere I can file a report on this?

The chance that this is a scam is pretty low. Much more likely is that the manila envelope was torn by the USPS sorting machines, and the item fell out.
If so, this is a refund-the-buyer-and-file-insurance-claim issue (assuming it was insured).

I doubt you're "being played" as on person put it. Some people take a pride in their jobs, and do take care to align lables.
You're packing was beyond lousy. You'd have been better off slapping a lable directly on the console.
USPS probably won't pay the insurance, because, you didn't pack it properly.
Take this as a lesson learned and learn how to pack MUCH better.

Insurance is only $50 with Priority Mail unless you purchase it as a Top Rated Seller (Priority Mail Commercial Plus) ... then it is $100 (unless the USPS changed that with this year's new postal rates).

You really think someone is being played because a postal worker put a sticker on straight? I had a package arrive with the same kind of sticker on it one time, the sticker did not name the specific post office.

Buyers can only get positive feedback, so their feedback is pretty useless.
