I ordered an item and it never arrived - I can't get help from EBay Please Help

I ordered an item - Never Arrived - Opened a Case with the seller - He said It was coming - I closed the request - Still never came - I can't get help because the case was "resolved" even though it never came. - Seller is no longer a member on ebay - ebay says it was resolved - here's the transcript of the "resolved issue" 

 

Me -

Hey, the item still hasn't arrived where is it?

Seller -

It was a holiday and it wasn't delivered on time - should be there on friday

Me - 

Ok 

Case Resolved

 

The package never even arrived and the seller is no longer a member and I can't get help from EBAy because they say it is "Resolved" please help.

This was a 300$ monitor

You closed the request, so eBay can't help you any more.

 

Log in to your PayPal account and file an INR complaint with them.  And don't close it until you get a refund.

Your case was not RESOLVED.  You received some information from the seller, but that didn't resolve the matter.  What would resolve it is if you received what you purchased.  I don't understand why you would have closed your case without actually getting the monitor.

 

You are correct, Ebay can no longer help you since you choose to close the case.  As far as Ebay is concerned, your problem was taken care of.  So you won't get any help from them.

 

If you paid with PayPal, you can try opening up a claim in Paypal for the item not received.  But this time, don't close it before you actually receive your item or get a full refund.
