Hi, so I sold a pair of headphones and the buyer claimed they were defective, so he requested a return and shipped them back. I issued it, but apparently I had the wrong return shipping address in my settings and it left out my apartment number, causing the package to be returned back to sender due to being undeliverable. eBay support told me to print a new label for the buyer but I don’t see the option. The item is showing as a completed return in my settings, I can’t void nor create a new one. How do I send him a new label so I can receive my package back and finalize the return? PayPal invoice?

Buy a label from pirateship.com or from paypal.com/shipnow and send it to the buyer. You can use your address in the return address field, but make sure you enter the buyer's info in the ship-from field.
You still have to refund through the return and there's nothing you can do to force the buyer to ship again. Good luck.
