Had a package that was one of those languishing in USPS hell for several weeks before it showed up. Buyer was able to get refunded however item showed up next day and ebay gave me detailed instructions to send an invoice to the buyer for the item. That would be very simple except appears you can no longer have the buyers email address unless I'm missing something. How in the world can I invoice this as ebay advised me ? Thanks!

You contact the buyer through eBay messaging to get their PP .
They may, or may not choose to pay for the item.
The eBay info to PP invoice the buyer is a suggestion. Nothing to force payment.

IMO, if eBay is going to suggest that approach they should also provide the buyers email address. Buyer email addresses were available in the order details not too long ago.

Even if you had the buyer's email address, who says that they have a Paypal account?
In order for the buyer to receive & pay a Paypal invoice, they would have to have a Paypal account.
Buyers have been able to pay as a PP guest using only a debit/credit card for a few years now.
Have you contacted your buyer?
