How to get ebay to step in

i've made a post about this(bought game that turned out to be fake), someone told me i have to make a request to refund and then X amount of days after i can get ebay to help, well i waited till the 11th, and mr scammer has send me a refund for 0.01 cents , making the ebay step in october 19th , how can i get ebay to just step in now? do i have to call them at this point?

Did you decline the refund? Thats what you need to do. That should bring things back to square 1 and you can ask ebay to step in way before October.

I haven't declined yet because I wasn't sure if it would stop the request, then i have to wait 3 business days again and same thing happen kind of deal

will it close the case or will i be able to ask after i decline

Yes, you need to decline the partial refund. It won't close the case. It'll still be open for negotiations or you can escalate for ebay to decide.

Declining the horribly offensive and ridiculous partial refund will NOT close your request. So decline it ASAP!
