I want to add two delivery options for cheaper uninsured, and regular insured delivery based on whichever the customer wants, and I've always offered this on all my sales in the past.
I cant see how to currently do this on the current Ebay website when creating a listing.

You would need to use the Advanced Listing Form if you cannot find the option on the simple one.
I never let the customer decide if the item ships with carrier insurance or not. That's up to me. If the item is lost or damaged in transit, you're paying out no matter what. The buyer has the eBay Money Back Guarantee.
Without having any idea of what type of item you're selling (weight/size), I can't tell if you if it will be a big cost savings for Priority Mail vs. Ground. It often isn't until the package gets pretty heavy.
5 lbs coast to coast is $23.15 via USPS Priority Retail and comes with up to $50 insurance. It's $20.42 Priority Commercial Base (through eBay/PayPal). Via Retail Ground it's $21.99. Parcel Select is $20.36.
Don't forget eBay gets their 10% of the shipping charged and PayPal 2.9%
Me? I usually go with Calculated Retail for the listing and use the discount to cover handling.
